FSCS Act Background:
The FSCS introduced by House Majority Leader Steny Hoyer (D-Md), to amend the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to: (1) eligible entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support development of full-service community school programs.

The Community Schools strategy is a pillar to education reform. Over the last decade, research on FSCS consistently shows positive outcomes in student achievement and attendance rates, a decrease in dropout rates, reductions in disciplinary actions, as well as increases in parental involvement and access to preventative health services. Full‐service community schools take an innovative approach to educating America’s children by utilizing community resources to provide for the seamless integration of academic, health and personal development services to benefit the well‐being of students, their families and communities.
